Do You Need a Permit to Replace a Roof in Bartow County, GA?
Short answer: Bartow County’s own homeowner handout lists roofing work as something that does not require a building permit. It says you can “replace or repair roofing, or install a new roof over existing roofing” without one. The work still has to meet the construction codes adopted by the State of Georgia and Bartow County.
What the county says
The Bartow County Community Development Department publishes a handout called “Do I Need a Permit?” It has a list of work that does not require a building permit, and re-roofing is on that list. The handout also says the list is not all-inclusive, so the county asks you to confirm anything unusual with its office before you start.
Why this does not mean “no rules”
- Code still applies. No permit does not mean no standards. Underlayment, flashing, ventilation and fastening still have to follow the adopted codes and the shingle manufacturer’s instructions.
- City limits can differ. The county handout covers county jurisdiction. If your home is inside Cartersville, Emerson, Adairsville or another city, check with that city before you assume the same rule applies.
- Scope matters. Structural repairs, decking replacement, new framing or changes to the roof shape can fall outside a simple re-roof. Ask before you begin.
- HOA rules are separate. Many neighborhoods require approval of shingle color and style no matter what the county requires.

Our take
This section is Academy Roofing’s opinion, not a county rule.
We think the county exemption is good news, but “no permit” should not mean “no paperwork.” Before you sign, ask your roofer who is responsible for code compliance, how rotted decking will be handled and priced if it turns up, and what you will receive in writing: scope, materials, warranty and cleanup. A permit is one kind of protection. A clear written contract is another, and it is the one you control.
